While there is no consensus, terrorism can be seen as an activity aimed at achieving a political goal through violence. Terrorism, on the other hand, is the sum of organized, systematic, and continuous acts of terror for political purposes. While terrorism was more prevalent at the regional and national levels in the twentieth century, it has now acquired a global character in the current international system. Terrorism, an immoral and inhumane act of violence that generally targets innocent people, unfortunately continues to be an increasingly significant problem. In recent decades, Turkey has become a regional power and a significant international actor influencing global politics. As our country's position in international politics strengthens, the threats against us, primarily terrorism, are also increasing. With Turkey becoming a regional power and beginning to exert more influence in global politics, the support for terrorist organizations acting against our country is unfortunately also increasing. We see that our state is successfully fighting against these threats. However, it is also necessary to recognize that combating terrorism cannot be achieved solely through security measures taken by the state. Alongside security measures, there is an urgent need for policies that will eliminate the root causes of terrorism. The scientific studies conducted by universities are of great importance in the formation of these policies. The discussion of terrorism in all its dimensions at the 20th International Public Administration Forum, held at our university between October 21-23, 2021, will make significant contributions to solving the terrorism problem facing our country. I believe that the papers prepared on all aspects of terrorism, the new ideas and different perspectives presented, will contribute to the success of future counter-terrorism efforts. With the hope that this book, containing the full texts of the papers presented at the congress, which was attended by national and international scientists and experts from institutions fighting terrorism, will contribute to the solution of the terrorism problem, I thank everyone who contributed and wish that the book will be useful to those interested.
